XR MCD invites members of other divisions to participate in the Guest Controller Approval (GCA) Program for all ATC positions within our enormous airspace.

What is GCA?
The GCA Program has been developed by the IVAO HQ in order to improve the ATC coverage in all active divisions. It concerns ATCs, interested in controlling the airspace of Russian Federation, Republic of Kazakhstan and Belarus. No ATCs from other divisions are allowed to control this airspace (positions restricted by FRA, can be found here) without having got the GCA Approval from the XR MCD Training Department.
Russia, Kazakhstan and Belarus are large territories and many are interested in controlling the numerous sectors of their airspace. However, many of them are not familiar with the local procedures to be followed within the division. Fully understanding that the divisional may often not be as busy and the restrictions might affect the ATC coverage in a poor manner, the XR MCD Staff believes that the following requirements need to be me in order to increase the high quality of ATC provision in the division for members of other divisions.

1. General GCA requirements for XR MCD.
1) The applicant needs to speak (in a sufficient manner for ATC provision) English language.
2) The applicant needs to hold at least the rating of Aerodrome Controller (ADC).
3) The online history, as well as the suspension history of the applicant will be checked and considered when reviewing a GCA application.
4) The preferred way to provide guest access is by extramural resolution. An interview with a staff member of the Training Department in order to identify applicant's knowledge of local procedures and the basics of phraseology, as well as a practical test of skills at the ATC position can be assigned at the discretion of staff member of the Training Department.

2. ATC provision by GCA members of XR MCD.
ATC Service in Russian Federation and Kazakhstan is provided using both Russian (ICAO language) and English. Members who providing ATC service must be able to ensure radio communication speaking equally both languages according to AIP GEN 3.4. Russian phraseology skill is not mandatory on the territory of the Republic of Belarus.
Except for the case described above, an XR MCD GCA holder may open all ATC positions available to them by FRAs (can be found here).

3. How to request GCA for XR MCD.
In order to request a GCA approval, please, e-mail us at xr-tc@ivao.aero, xr-tac@ivao.aero and xr-hq@ivao.aero specifying «GCA» as the subject. Specify your VID, as well as the languages in which you can provide ATC services.

4. Revocation GCA for XR MCD.
A GCA in XR MCD may be is revoked in the following cases:
- Behaviour issues, whether they are sanctioned or not by a suspension from the IVAO network
- Non-compliance with local procedures (phraseology, ATC rules etc.) in a repeated manner
- Absence of ATC activity in XR MCD for a period longer than 3 months

5. Additional information.
Any controller who is not a member of XR MCD and at any given time opens a position courtesy of XR MCD (on the territories of Eastern Europe and Northern Asia MCD) will be disconnected by a Network Supervisor.
